Kenya Establishes Framework to Compensate Protest Victims, Mutua to Lead Panel

NAIROBI – In a significant move aimed at national reconciliation and justice, the Kenyan government has officially established a framework to compensate victims of recent public protests. The announcement was made by President William Ruto, who emphasized the state’s commitment to providing redress for those who suffered losses or injuries.

The framework, officially constituted through a gazette notice issued on August 25, 2025, sets the stage for a comprehensive process of identifying and compensating individuals affected by the demonstrations.

To spearhead this critical initiative, President Ruto has appointed a panel of experts. Prominent legal scholar Professor Makau Mutua has been named as the Principal Co-ordinator and Chairperson of the panel. He will be supported by Faith Odhiambo, the current President of the Law Society of Kenya (LSK), who will serve as the Vice-Chairperson.

The panel has been given a strict timeline of 120 days to undertake its work and submit a detailed report to the government. This mandate includes establishing the criteria for compensation, verifying claims, and recommending a fair and transparent disbursement process.

The full list of appointed members reflects a diverse group of professionals from various sectors, including: Kennedy N. Ogeto, Irungu Houghton, John Olukuru, Rev. (Fr.) Kennedy Barasa Simiyu, Linda Musumba, Duncan Ojuang’, Naini Lankas Francis Muraya, Juliet Chepkemoi, Pius Metto, Fatuma Kinsi Abass, and Raphael Anamiipu.

The establishment of this framework is seen by many as a step towards healing and addressing the grievances stemming from recent political tensions and public unrest.
